L. 1977, p. 3776), as amended, so as to provide for the number of city council members; to provide for council members currently serving; to provide for the appointment of a mayor pro tempore; to provide for elections; to provide for the submission of this Act to the United States Department of Justice; to repeal conflicting laws; and for other purposes.
