after "matters;"

By
inserting between lines 8 and 9 of page 8 the following:

4.
Beginning
no later than the effective date of this Act, enrollment under the PeachCare for
Kids Program and the PeachCare Extended Program shall be open to all eligible
children.
By
redesignating Sections 4 and 5 as Sections 5 and 6,
respectively.
