RESOLUTION
Creating
the House Study Committee on Georgia´s Pre-K Program; and for other
purposes.
WHEREAS,
Georgia´s Pre-K Program has helped many Georgia children prepare to enter
kindergarten and elementary school; and
WHEREAS,
Georgia´s Pre-K Program is funded with proceeds from the Georgia Lottery
for Education; and
WHEREAS,
existing state and federal funds may be underutilized that could extend and
support Pre-K and childcare programs for low-income populations;
and
WHEREAS,
it is prudent to periodically review state programs, including Georgia´s
Pre-K Program, to identify the areas that are successful and any areas which may
need to be improved; and
WHEREAS,
the General Assembly believes that it would be beneficial to assess
Georgia´s Pre-K Program and its impact on the children of
Georgia.
NOW,
THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that there is created
the House Study Committee on Georgia´s Pre-K Program to be composed of not
more than six members of the House of Representatives to be appointed by the
Speaker of the House of Representatives. The Speaker shall designate one of his
appointees to serve as chairperson of the committee. The chairperson shall call
all meetings of the committee.
BE
IT FURTHER RESOLVED that the committee shall undertake a study of the
conditions, needs, issues, and problems mentioned above or related thereto and
recommend any actions or legislation, including HB 939, which the committee
deems necessary or appropriate. The committee may conduct such meetings at such
places and at such times as it may deem necessary or convenient to enable it to
exercise fully and effectively its powers, perform its duties, and accomplish
the objectives and purposes of this resolution. The members of the committee
shall receive the allowances authorized for legislative members of interim
legislative committees but shall receive the same for not more than three days.
The funds necessary to carry out the provisions of this resolution shall come
from the funds appropriated to the House of Representatives. In the event that
the committee makes a report of its findings and recommendations for proposed
legislation, such report shall be made no later than December 31, 2008. The
committee shall stand abolished on December 31, 2008.
