A BILL TO BE ENTITLED
AN ACT


To amend an Act providing a new charter for the City of Franklin Springs, approved April 13, 1992 (Ga. L. 1992, p. 6180), as amended, particularly by an Act approved May 13, 2008 (Ga. L. 2008, p. 3959), so as to provide for corporate boundaries; to repeal conflicting laws; and for other purposes.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.
An Act providing a new charter for the City of Franklin Springs, approved April 13, 1992 (Ga. L. 1992, p. 6180), as amended, particularly by an Act approved May 13, 2008 (Ga. L. 2008, p. 3959), is amended by adding a new subsection (c) to Section 1.11 to read as follows:
"(c) In addition to the territory described in subsection (a) of this section, the corporate boundaries of the city shall include the following described territory:
All that tract or parcel of land, lying, situate and being in the 370 and 263rd G. M. D., Franklin County, Georgia, CONTAINING 15.876 acres, more or less, being designated as State Route #145 being more clearly shown and delineated on a Survey for City of Franklin Springs by Bauknight & Associates, Inc. , Registered Land Surveyors, dated February 6, 2009. Said survey is hereby incorporated herein and made a part hereof. Said acreage more particularly described as follows:
TO FIND THE TRUE POINT OF BEGINNING, begin at PK Nail Set at the property line of LHJ, Inc.; run thence 77.54 southwesterly feet to PK Nail Set; run thence southerly 315.43 feet to the northeast corner of the right-of way of U.S. Highway #29 and 201.5 feet easterly to State Route #327 for the TRUE POINT OF BEGINNING. FROM SAID TRUE POINT OF BEGINNING, run southwesterly following the curvature thereof an arc distance of 157.81; run thence northwesterly 233.05 feet to iron pin found; continuing northwesterly for 210.26 feet to iron pin found; continuing northwesterly for 643.05 feet; continuing northwesterly following the curvature thereof an arc distance of 489.85 feet to concrete marker found; thence north 20.67 feet to concrete marker found; run thence northwesterly following the curvature thereof an arc distance of 145.39 feet to concrete marker found; run thence south 20.12 feet to concrete marker found; run thence northwesterly following the curvature thereof an arc distance of 192.10 feet; run thence northwesterly for 935.31 feet; run thence northwesterly following the curvature thereof an arc distance of 591.76 feet to concrete marker found ; run thence northwesterly 1325.52 feet to concrete maker found; run thence northeasterly 61.22 feet to concrete marker found; run thence northwesterly 228.75 feet to concrete marker found; run thence northwesterly over County Road #8 (Rice Mill Road) and 164.74 feet to concrete marker found; run thence northwesterly 115.98 feet; run thence north 26.54 feet; run thence northwesterly 82.45 feet to the centerline of North Fork Broad River; run thence northwesterly 393.17 feet; run thence northwesterly following the curvature thereof an arc distance of 195.35 feet; run thence southwesterly for 35.00 feet; run thence northwesterly following the curvature thereof of an arc distance of 361.15 feet; run thence north 41.78 feet to an iron pin found; run thence southwesterly 90.12 feet; run thence southeasterly following the curvature thereof an arc distance of 632.55 feet; run thence southeasterly 496.16 feet to centerline of North Fork Broad River; run thence south 57.74 feet along the centerline of the North Fork Broad River; continue thence southeasterly 60.15 feet along the centerline of the North Fork Broad River; run thence southeasterly 125.21 feet to a concrete marker; continue thence southeasterly 1.15 feet to concrete marker; run thence 311.40 feet to concrete marker found; run thence northeasterly 49.50 feet to concrete marker found; run thence southeasterly 1325.73 feet to concrete marker found; run thence southeasterly following the curvature thereof an arc distance of 586.10; run thence southeasterly 934.45 feet and over County Road #373 (Oliver Road); continuing southeasterly following the curvature thereof an arc distance of 195.63 feet to concrete marker found; run thence south 20.02 feet to concrete marker found; run thence southeasterly following the curvature thereof an arc distance of 154.78 feet to concrete marker found; run thence north 20.21 feet to concrete marker found; run thence southeasterly following the curvature thereof an arc distance of 503.96 feet; continue southeasterly 1004.54 feet to the northern point of right-of-way of U.S. Highway #29; run thence southeasterly 80.00 feet to southern right-of-way of U. S. Highway #29; run thence northeasterly following the curvature thereof an arc distance of 257.47 feet; run thence northwesterly 80 feet to point of beginning. Said tract contains 15.876 acres more or less."

SECTION 2.
All laws and parts of laws in conflict with this Act are repealed.
