RESOLUTION
Creating
the Joint Study Committee for Clean Energy Technology; and for other
purposes.
WHEREAS,
Georgia's economy and the quality of life of Georgia's citizens are dependent on
careful stewardship of environmental resources; and
WHEREAS,
at least 38 states have adopted or are developing climate action plans
addressing land use, transportation, state procurement practices, and the energy
efficiency of public facilities; and
WHEREAS,
a continuing supply of energy resources is essential to the economy of the state
and the well-being of its citizens; and
WHEREAS,
the development of clean energy sources and technology promises to build new
jobs, businesses, and long-term business markets in Georgia; and
WHEREAS,
the General Assembly should ensure the state is strategically positioned to
receive federal funds for the development of clean energy technologies and to
respond in an economically efficient manner to likely new federal regulations;
and
WHEREAS,
Georgia should join sister states and develop a climate action plan and explore
the most cost-effective opportunities to reduce greenhouse gas
emissions.
NOW,
THEREFORE, BE IT RESOLVED BY THE GEORGIA GENERAL ASSEMBLY that there is created
the Joint Study Committee for Clean Energy Technology to be composed of five
members of the Senate to be appointed by the President of the Senate and five
members of the House of Representatives to be appointed by the Speaker of the
House. One member of the Senate and one member of the House shall be designated
as cochairpersons of the committee. The cochairpersons shall call all meetings
of the committee.
BE
IT FURTHER RESOLVED that the committee shall undertake a study of the issues
mentioned above and any other issues related thereto and recommend any actions
or legislation which the committee deems necessary or appropriate. The
committee may conduct such meetings at such places and at such times as it may
deem necessary or convenient to enable it to exercise fully and effectively its
powers, perform its duties, and accomplish the objectives and purposes of this
resolution. The members of the committee shall receive the allowances
authorized for legislative members of interim legislative committees but shall
receive the same for not more than ten days unless additional days are
authorized. The departments, boards, authorities, commissions, and other
agencies of the state and their staffs shall cooperate fully with the committee
in its proceedings and are authorized to make available to the committee expert
advice from their staffs and other sources available to such plans. The funds
necessary to carry out the provisions of this resolution shall come from the
funds appropriated to the House of Representatives and Senate. In the event the
committee makes a report of its findings and recommendations, with suggestions
for proposed legislation, if any, such report shall be made on or before
December 31, 2009. The committee shall stand abolished on December 31, 2009.
