RESOLUTION
Creating
the Joint SITE TO GROW GEORGIA, Alternative Financing, and Entrepreneurship
Study Committee; and for other purposes.
WHEREAS,
science, innovation, technology, and energy (SITE) as well as alternative forms
of investing public funds and greater support for the growth of entrepreneurship
are essential elements for making Georgia the #1 DESTINATION FOR ENTREPRENEURS
in the United States of America; and
WHEREAS,
in order to take full advantage of the opportunities presented by SITE, Georgia
must become a world center for the growth of these economic pillars by providing
greater support for entrepreneurs and considering best practices for alternative
investments for SITE; and
WHEREAS,
innovative technologies, alternative forms of investments, and entrepreneurship
form the foundation of a new economy and will drive innovations in health care,
class room technology, agriculture, interactive games, renewable energy
resources, industrial production, information technology, environmental
management, computer sciences, nanotechnology, transportation technology, and
national security; and
WHEREAS,
Georgia loses massive potential return on its research investment to other
states that have developed plans and infrastructures to support SITE development
and the growth of entrepreneurship and that have established alternative forms
of investments for the same; and
WHEREAS,
this state cannot afford to leave the development of a SITE economy to chance,
for each year Georgia fails to act, the state falls further behind the
competition and loses its substantial investment in university research
programs; and
WHEREAS,
to become a leader in world technology, the government, entrepreneurs, and
universities must be united in a comprehensive effort, thereby tying the state's
investments in university research, commercialization, and economic development
to measurable improvements in job growth, increases in tax revenues, and
improvements in education, health, and the overall quality of life for all of
Georgia's citizens; and
WHEREAS,
to create the #1 DESTINATION FOR ENTREPRENEURS in the United States of America
there must be a SITE to Grow Georgia, alternative investment options, and
support for Georgia's entrepreneurs.
NOW,
THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA that there is
created the Joint SITE TO GROW GEORGIA, Alternative Financing, and
Entrepreneurship Study Committee. The committee shall consist of five members
of the House of Representatives to be appointed by the Speaker of the House and
five members of the Senate to be appointed by the President of the Senate. The
Speaker shall designate one of the House members of the committee to serve as a
co-chairperson and the President shall designate one of the Senate members of
the committee to serve as a co-chairperson. The co-chairpersons shall call all
meetings of the committee.
BE
IT FURTHER RESOLVED that the committee shall undertake a study of Georgia's laws
generally relating to science, innovation, technology, energy and
entrepreneurship, and alternative forms of investment in these essential
valuable resources. The committee shall also study ways to make Georgia the
world's SITE for economic growth and entrepreneurial development and create the
#1 DESTINATION FOR ENTREPRENEURS in the United States of America. The committee
shall make recommendations for changes in legislation, provide copies of
proposed legislation to be prepared by the Office of Legislative Counsel, and
recommend any other action or make such report which the committee deems
appropriate.
BE
IT FURTHER RESOLVED that the committee shall undertake a study of the
conditions, needs, and issues mentioned above or related thereto and recommend
any action or legislation which the committee deems necessary or appropriate.
The committee may conduct such meetings at such places and at such times as it
may deem necessary or convenient to enable it to exercise fully and effectively
its powers, perform its duties, and accomplish the objectives and purposes of
this resolution. The members of the committee shall receive the allowances
provided for in Code Section 28-1-8 of the Official Code of Georgia Annotated.
The allowances authorized by this resolution shall not be received by any member
of the committee for more than five days unless additional days are authorized.
The funds necessary to carry out the provisions of this resolution shall come
from the funds appropriated to the House of Representatives and the Senate. In
the event the committee makes a report of its findings and recommendations, with
suggestions for proposed legislation, if any, such report shall be made on or
before December 31, 2009, at which time the committee shall stand abolished.
