The
House Committee on Regulated Industries offers the following substitute to HR
78:
A
RESOLUTION
Creating
the House Equine Industry Study Committee; and for other purposes.
WHEREAS,
the State of Georgia has significant amounts of pasture land and facilities that
would allow for the raising, stabling, and training of horses; and
WHEREAS,
the State of Georgia's economy would benefit from an expansion of the equine
industry in Georgia; and
WHEREAS,
the State of Georgia would receive broad financial benefits from additional
employment opportunities, the investment of additional capital, and the
realization of profits from the raising and quartering of horses and the
possibility of training and racing of horses at tracks in this state;
and
WHEREAS,
the financial and other implications of such an expansion of the equine industry
in Georgia deserve to be considered and studied.
NOW,
THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that there is created
the House Equine Industry Study Committee to be composed of five members of the
House of Representatives to be appointed by the Speaker of the House of
Representatives. The Speaker shall designate one of the House members of the
committee to be the chairperson of the committee. The chairperson shall call
all meetings of the committee.
BE
IT FURTHER RESOLVED that the committee shall undertake a study of the above
issues and recommend any actions or legislation that the committee deems
necessary or appropriate. The committee may conduct such meetings at such
places and at such times as it may deem necessary or convenient to enable it to
exercise fully and effectively its powers, perform its duties, and accomplish
the objectives and purposes of this resolution. The members of the committee
shall receive the allowances authorized for legislative members of interim
legislative committees but shall receive the same for not more than five days
unless additional days are authorized. The funds necessary to carry out the
provisions of this resolution shall come from the funds appropriated to the
House of Representatives. In the event that the committee makes a report of its
findings and recommendations with suggestions for proposed legislation, if any,
such report shall be made on or before December 31, 2009. The committee
shall stand abolished on December 31, 2009.
