A
RESOLUTION
Commending
W. Daniel Ebersole; and for other purposes.
WHEREAS,
W. Daniel Ebersole has long been recognized by the citizens of the State of
Georgia for his dedication to public service and his strong belief that
integrity should be the guiding force of every individual serving at the public
trust; and
WHEREAS,
his primary concern has been and remains the protection of the financial welfare
of Georgia and its citizens; and
WHEREAS,
Dan has exhibited extraordinary devotion to duty, outstanding loyalty, and
leadership, and meticulous attention to detail in all his actions throughout his
career of public service as Senate aide during the1978 regular session; a policy
analyst and director of the Senate Research Office; deputy director of the
Office of Planning and Budget; senior executive assistant and executive
secretary to Governor Zell Miller; commissioner of the State Merit System; and
director of the Office of Treasury and Fiscal Services, a position he has held
from 1997 to the present; and
WHEREAS,
he is directly responsible for the receipt, investment, accounting, and
disbursement of state general trust and custodial funds as well as federal funds
as well as managing local government investment pools, negotiating state agency
banking service contracts, and administering the Georgia Higher Education
Savings Plan; and
WHEREAS,
he serves with distinction as a member of the Georgia State Financing and
Investment Commission, the State Properties Commission, and the Georgia Building
Authority and also serves as board member and investment committee chairman of
the Teachers Retirement System and the Employees Retirement System;
and
WHEREAS,
he is a naturally unassuming individual who has placed himself into a most
public of positions, and his mastering of the substantive aspects of state and
local fiscal services, investment, and financing has brought an unmatched
expertise to the operation and administration of the Office of Treasury and
Fiscal Services; and
WHEREAS,
the members of this body, and in particular those who worked closely with Dan on
so many fiscal matters, will always admire his consistently thorough
consideration of financial issues presented to this deliberative chamber, and
his integrity and reliability rightfully earned him our honor, respect, and
trust over the years; and
WHEREAS,
he has consistently demonstrated a solid commitment to the careful study of
sensitive issues and proposed solutions and has developed a reputation as an
equitable, impartial leader whose actions are governed by the rules of honesty
and fair play and whose decisions are marked by consideration of what is best
for the citizens of Georgia; and
WHEREAS,
he has represented Georgia well and made Georgia's voice heard on national
issues related to finance and college savings through many years of service in
national public finance organizations including the National Association of
State Treasurers, having served as President; the College Savings Plans Network,
having served as Executive Board Chair; and the National Association of State
Auditors, Comptrollers, and Treasurers, having served as President;
and
WHEREAS,
his organizational and leadership talents, his remarkable patience and
diplomacy, his sense of vision for this state, and his continuing sensitivity to
the needs of the citizens of his community and state have earned him the respect
and admiration of his colleagues and associates; and
WHEREAS,
he has announced his retirement effective August, 2010, and it is abundantly
fitting and proper that the outstanding accomplishments of this remarkable and
distinguished Georgian be recognized appropriately.
NOW,
THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA that the members of
this body commend W. Daniel Ebersole for the almost three and one-half decades
of effective, efficient, unselfish, and dedicated service that he has rendered
on behalf of Georgia, congratulate him upon the grand occasion of his upcoming
retirement, and extend to him their utmost appreciation for his having so
completely and truly defined for others the meaning of public
servant.

IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed
to transmit an appropriate copy of this resolution to W. Daniel Ebersole.
