RESOLUTION
Recognizing
the importance of providing equal access, equal opportunity, and equal treatment
of African Americans and other minority groups in consideration of state awarded
contracts; and for other purposes.
WHEREAS,
the Georgia Legislative Black Caucus (GLBC) was established in 1973 to protect
the general welfare of Black people, other people of color, and disadvantaged
citizens of Georgia in matters of health and welfare, education, criminal
justice, and employment; and
WHEREAS,
part of the GLBC's mission is to advance the study of and implement solutions to
the problems of Black people and all people in the State of Georgia;
and
WHEREAS,
the GLBC develops remedies for growing social and economic problems that affect
Georgia's citizens; and
WHEREAS,
the Georgia Department of Transportation spends 2 percent of its annual contract
dollars with African American businesses; and
WHEREAS,
it is the hope of the GLBC that the Georgia Department of Transportation would
enforce Title VI of the 1964 Civil Rights Act in the administration and
participation of Minority Business Enterprises and Disadvantaged Business
Enterprises in departmental programs; and
WHEREAS,
the Georgia Department of Transportation currently has an aspirational
Disadvantaged Business Enterprise Subcontracting Goal of 12 percent;
and
WHEREAS,
the GLBC is working with the department to ensure nondiscrimination in all of
its programs and activities, regardless of whether these programs and activities
are federally funded.
NOW,
THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body recognize
the importance of minority participation in state awarded contracts for
transportation and commend the work of the Georgia Legislative Black Caucus to
ensure equal treatment, access, and opportunity in the awarding of state
contracts.
BE
IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed
to transmit appropriate copies of this resolution to the Georgia Department of
Transportation and the Georgia Legislative Black Caucus.
