RESOLUTION
Celebrating
the life and service of former Georgia Department of Transportation (GDOT)
Commissioner Hal Rives and naming an interchange in his memory; and for other
purposes.
WHEREAS,
Hal Rives, a Tucker resident who was originally from Texas, started his career
with GDOT as a project engineer in 1953, and also served the Department as a
Bridge Designer, the State Road Design Engineer, the Chief Engineer and the
Deputy Commissioner; and
WHEREAS,
he was appointed GDOT Commissioner on May 1, 1987; and
WHEREAS,
Rives was president of the American Association of State Highway and
Transportation Officials (AASHTO) in 1991 and won the prestigious Thomas
MacDonald Memorial Award from AASHTO in 1992. The MacDonald Award is given
annually to persons "who have rendered continuous outstanding service over an
extended period of time and have made some exceptional contributions to the art
and science of highway engineering"; and
WHEREAS,
among his many outstanding accomplishments, Rives implemented Governor Harris's
Road Improvement Program for repairing roads and bridges across the state and he
was instrumental in the GA 400 extension – the first major toll road in
metro Atlanta; and
WHEREAS,
he helped draft the compromise that ended nine years of fighting between
neighborhoods and government and allowed for the construction of Freedom
Parkway; and
WHEREAS,
after his retirement in 1991, after 38 years of dedicated service, Rives did
volunteer work with the Atlanta Justice Center and the Fernbank Museum of
Natural History, where he was a guide for the Walk Through Time in Georgia
exhibit; and
WHEREAS,
it is only fitting that the life of Hal Rives, a tireless public servant whose
legacy will be remembered for years to come, be celebrated and memorialized
through the dedication of an interchange in his honor.
NOW,
THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA that the members of
this body honor the life of Hal Rives by dedicating the interchange at US 27A
and SR 85, now known as the Warm Springs Road Connector, as the Hal Rives
Memorial Interchange.

IT FURTHER RESOLVED that the Department of Transportation is authorized and
directed to place and maintain appropriate signs dedicating the road facility
named in this resolution.

IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed
to transmit an appropriate copy of this resolution to the family of Hal Rives
and the Department of Transportation.
