A BILL to be entitled an Act to amend Title 36 of the O.C.G.A, relating to local government, so as to provide for preclearance of new townships under Section 5 of the federal Voting Rights Act of 1965, as amended; to provide for a short title; to provide for the requirements for the creation and funding of such townships; to provide for township councils for such townships; to provide for powers, duties, and functions of such township councils; to provide for officers, meetings, elections, and filling of vacancies for such township councils; to provide for certain immunities; to provide for the enactment of ordinances; to prohibit certain conflicts of interest; to provide for an audit; to provide for a transition of services; to provide for related matters; to provide for a contingent effective date; to repeal conflicting laws; and for other purposes.
