Amend
the committee substitute to SB 229 by at line 33 removing the "." and replacing
it with a ";" and adding the following: "Provided, however, the deference shall
not be given to any interpretation that has not been formalized through
rulemaking under the Administrative Procedures Act, with public notice and an
opportunity for public comment."
